CONSTITUTION & BYLAWS


Overview

A critical step toward establishing a positive and successful conference is the academic and social development of every student-athlete involved. Pursuant to the NCAA Division II guiding principles for a model Division II conference, all conferences shall have an active conference Student-Athlete Advisory Committee (SAAC) that represents the concerns and ideas of the conference’s student-athletes and is committed to student-athlete welfare.

The East Coast Conference Student-Athlete Advisory Committee shall represent a comprehensive approach to the quality of life for all student-athletes within the ECC. The ECC SAAC will consist of members from each institution within the conference. The ECC SAAC will meet at least once a semester to discuss issues that impact the development of student-athletes. An athletic administrator and conference administrator will be assigned to serve as liaison to the SAAC.

Philosophy

All student-athletes involved in the ECC SAAC must realize the unique role and special influence that student-athletes have on society. An effective ECC SAAC will help in the positive branding and imaging of the conference while also illuminating the conference membership. The procedures and programs established should be constructed with a positive set of beliefs that all athletic participants are valued as human beings first and as an athlete second; therefore, all participants are entitled to respect, dignity and opportunities to develop as a whole and healthy person.

Our society affords athletes several programs and rewards not afforded the general population. It is, therefore, expected that student-athletes conduct themselves in a responsible and legal manner. Similarly, society has a right to expect student-athletes to lead a clean, productive and healthy life style. The promotion of competition, leadership, sportsmanship, responsibility and loyalty are important and valuable because they enhance individual and team performance, and improve the character of each person.


The ECC and its member institutions acknowledge the reality that some student-athletes will experience health and/or behavioral problems that interfere with normal development, impair performance, and decrease productivity. Therefore, it is essential that the conference and institutional athletic administration work with the conference and institutional SAAC’s to develop and implement comprehensive and practical systems to assist in the resolution of problems that impact negatively on the development and productivity of student-athletes.

Article I: Name

The name of this group shall be the East Coast Conference Student-Athlete Advisory Committee (ECC SAAC).

Article II: Purpose

The purpose of the ECC SAAC shall be:

Ø To unite and assist in the development of institutional SAAC’s.

Ø To develop and create programs that will enhance and safeguard student-athlete welfare.

Ø To build a sense of commitment and loyalty for the ECC membership.

Ø To promote student-athlete involvement.

Ø To generate and maintain a student-athlete voice within the conference.

Ø To solicit student-athlete response to proposed NCAA legislation.

Ø To organize community service events.

Article III: Membership

The ECC SAAC shall be comprised of at least one institutional SAAC member from each member institution. Active participation from members is essential to the success of the group.

Article IV: Organizational Structure

1. Executive Council
The executive council shall consist of not more than 2 members from each institutional SAAC, appointed by their institutions. Each member will serve two full semesters.

2. Officers
Officers shall be elected from the executive council membership, by the executive council
membership, in the positions of president, vice-president, secretary, and treasurer. Officers
shall be elected during the fall semester.

A. Duties of Officers:

Ø The president shall:

Preside over all SAAC meetings;

Organize the SAAC towards meeting their goals.

Ø The vice-president shall:

Preside over SAAC meetings in the absence of the president;

Assist the president as necessary.

Ø The secretary shall:

Record the minutes at each meeting and distribute to all active members;

Prepare all correspondence and publicity as needed.

Ø The treasurer shall:

Maintain records of all expenditures;

Make recommendations to the operating budget;
Maintain a log of institutional donations to the NCAA Division II SAAC Charity.

B. Terms of Office: The term of office for each officer shall be two full semesters. Officers may be re-elected for the same office.

Article V: Meetings
1. Regular meeting: The ECC SAAC will meet at least once every semester. The site to be determined.
2. Special Meetings: the President will call emergency meetings when urgent business demands immediate attention and action.
3. Parliamentary Procedure: All regular and special meetings of the ECC SAAC will be conducted according to Robert’s Rules of Order.
4. Voting: Each institution is permitted one vote.
5. Quorum: Quorum for the ECC shall be one more than half of the active membership.

Article VI: Advisors
The ECC SAAC shall have at least one liaison from the ECC Athletic Directors Council and a liaison from the ECC conference office. They will be responsible for assisting the ECC SAAC with achieving their goals. They will also make reports to the Presidents and Athletics Directors on issues that require attention and/or action.


Article VII: Amendments
Amendments to the constitution presented at a meeting will be reviewed and voted on at the next meeting. Amendments shall be ratified by a 2/3 vote of the active membership present at the meeting.
